Povzetek

Članek presoja smer razvoja sistema zagotavljanja kakovosti visokega šolstva v Sloveniji z osredotočanjem na nedavna sistemska neskladja v izvajanju akreditacije, ki so postavila pod vprašaj delovanje sistema kot celote. Vzroke za nastalo situacijo najprej identificiramo v neustreznih poskusih uveljavitve zakonodajnih sprememb in meril za akreditacijo, nato se osredotočamo tudi na problem neusklajenega naraščanja števila visokošolskih zavodov in študijskih programov kljub zmanjšanemu financiranju visokošolske dejavnosti. V zaključnem delu izsledke raziskovanja postavimo v kontekst opredelitve kakovosti visokega šolstva.

Abstract

The article assesses the direction of the development of quality assurance system in higher education in Slovenia by focusing on systemic discrepancies in the implementation of accreditation which calls into question the functioning of the system as a whole. First we identify causes for such situation in inappropriate efforts to establish legislative changes and accreditation criteria and then we also analyze inconsistent growth in the number of higher education institutions and study programmes despite financial cutbacks for higher education. In the final part we put the findings of research in the context of defining quality in higher education.
